These
enterprises do not provide in full scope the
municipal needs in wastes’ deposit into
land. Besides that, there is a series of
problems as at the landfill so at the plant.
Garbage-disposal plant does not have a
sufficient number of smoke gas treatment
facilities. It leads to considerable pollution
of atmospheric air in the regions adjoining Kyiv
and to Kyiv habitants’ complaints.
Annually the works do not solve the problem of
sewage waters purification in the municipal
sewerage system, do not solve the question of
utilisation ashes and slag mixture. It is
necessary to mark that the Kyiv State Municipal
Authority invests the considerable funds for
supporting the landfill in the proper
state.
In tie with the
tariffs’ augmentation of wastes burning
the output transportation to Kyiv region dumps
became more frequent. There the prices are
cheaper, but they are not properly well ordered.
Filtrate that is generated immediately gets into
underground aquifers’ horizons.
From 6 till 13
august 1998 there is a raid of exposure of
enterprises placed wastes at dumps, disposed on
territory of Kyiv region. While checking 71 such
enterprises were marked.
As it already is
marked, in the town a separate collection of
solid wastes is absent. That's why solving of
this question is the main one in utilisation
problem. The cost of wastes collection and
transport in all countries is about 60-70% all
wastes utilisation value. In conditions of
economic crisis for many enterprises and
organizations of our town wastes utilisation
cost is sufficiently high.
A slime
utilisation problem of galvanic production is
not solved in the town. There is a raid "
Wastes" that taken yearly. So, from 15
September till 31 October 1998 there is an
ecological raid for keeping state check of
production wastes and toxic matters at municipal
enterprises and organizations. At 82 enterprises
there are operating or preserved galvanic
allotments. Keeping of galvanic slimes at
enterprises in the main suits for wastes keeping
regulations of the danger class, though it is
necessary to mark that not all of enterprises
have the qualitative certificates for
them.
One of unsolved
municipal problems remains ashes’
utilisation that is generated while incineration
of solid consumer wastes at the garbage-disposal
plant "Energiya". The State Management
Department of Ecological Safety in Kyiv solves
the question as for financing of ashes storage
researches and determines the ways of its
treatment. As world practice shows, ashes can be
used while making of building materials,
too.
A situation with
collection of waste luminescent lamps from
population and non-production organizations
remains very difficult. Because the lack of
proper work organisation of its collection and
keeping a pollution of natural environment takes
place.
During late
years lowering of wastes using scopes is
observed. It is explained by the general
production fall, the absence of owner's
stimulation for wastes using and inadequate
influence on these processes from the State
part.
