The natural reserved fund
includes land and water plots, natural complexes
and units that have a special nature protective,
recreation, scientific aesthetic and other
value. They are picked out to preserve a natural
variety of landscapes, a genetic fund of animal
and vegetable world, to support ecological
balance and to provide background monitoring of
the natural environment.
That's why, the natural
reserved fund is protected as national
possessions by the Ukrainian legislation. It has
a special regime of protection, recreation and
use. It is supported by the series of important
state documents. They are the Laws of Ukraine
"About natural reserved fund",
"About the natural environment
protection", the Program of perspective
development of reserve business in Ukraine.
There are 58 reserved
territories and separate units in Kyiv
(01.01.1998). Among them there are three
regional landscape parks, one reserved state
territory and seven reserved local territories,
one National park, and twenty one natural local
monuments, three botanical gardens, a National
Zoo, a State arboretum, nine National
parks-monuments, eleven regional
park-monuments.
The state botanical gardens
have a special value. They are a botanical
garden named after academician O. V. Fomin, a
botanical garden of Kyiv National University and
the Central botanical garden of the National
Ukraine Sciences Academy. There are thousand
plants species and forms from different
continents. In the National Zoo there are rare
species of animals and birds, there are attempts
of their reproduction. These territories are
used as an investigative base and have a big
scientific value.
The most valuable natural
monuments, national and regional park-monuments
are: A Volodimirska hill (that was created in
1895), Zolotovoritskii public garden, avenue
named after Taras Shevchenko, Municipal garden
(installed in 1710) and some others. There are
some protected historical trees. They are a
unique lime-tree of 500 years old (Volodimirska
street), an old chestnut (Kytayivska street), an
oak of 200 year old (Suvorova street).
Besides that, within the town
there are whole series of unique natural
territories within the Blue zone. It is
necessary to allot them a nature protective
status. So, in according to complex ecological
and biological researches, a series of reserved
local territories are planned to create. They
are the followings:
1. A landscape reserved local
territory "Dolobetslii island", where
it's necessary to prohibit building,
organization of sports complexes and other
public arrangements, picking out of medical
plants. The reserve local territory can be used
for ecological teaching.
2. Botanical reserved local
territory "Island Kozachii".
With its natural conditions
Kozachii island is original one and dissimilar
to the most of Dnipro islands. It is a reserved
island with meadows and woodsy vegetation.
For protection of these natural
complexes it is necessary to establish a
protection regime with possible and sometimes
desired hay- making, but into fixed terms.
3. The landscape reserved local
territory "Zhukiv island".
This territory is one of the
most among insular territories of Dnipro, its
total area is 530 hectares. There are typical
for Dnipro diverse natural complexes. For their
protection it is necessary to prevent from
anthropogenic pressure in its central part, to
prevent to any harmful intervention.
4. The landscape reserved local
territory "Muromets island ".
The island is placed opposite a
housing massif Obolon and suffers from big
anthropogenic pressure. At the same time there
is a big, typical for region complex of species,
two from that entere into the Red Book of
Ukraine.
The analysis of reserved
territories’ state showed, that during
last years the municipal budget almost does not
give a special purpose funds for upkeep and
protection of these territories. These
territories are kept upon the rest principles.
From funds of green plantations operating trusts
only 1 - 3% are directed to their upkeep.
However, during last years the
municipal budget almost does not apportion the
special funds for providing upkeep and
protection of natural reserved
territories.
